Runway Usage at JFK on Dec. 13

I was surprised that the usual runway change made daily around 1250 at JFK never happened on Dec. 13. I suppose there were problems with the 31's as they stayed on the Rwy. 4 configuration all day. The wind was not a factor as it was light. I was visiting and noticed the tower lit all in blue. Any reason for blue? Is it for the holiday?

That runway change isn't a real "scheduled" thing, it's just something that happens, and is all weather and construction permitting.

Yesterday, runway 13R/31L was closed for repairs until 3pm.
