Love the picture. The contrast and the highlights of the water reflecting the light are great. From a photography standpoint it suffers from your not following the 1/3 rule. You have centered the gull in the middle of the frame. If you were to enter this in a competition a judge would tell you that they feel uneasy looking at the photo because it is centered exactly and leaves no place for the subject to move easily into. Placing the subject to the side would have left a more comfortable feeling that the gull had somewhere to move into.
Now, with that said, some photos even though they don't follow the golden rules do well in competitions. This might be one of the them because the lighting is dramatic.
