PS is the best way to do it but other programs do have the ability. The best way is to use the clone tool. Don't even get me started on dust.... My 30D is a F#$King dust bunny, my old Rebel could go for months and no dust, this thing is bad.
As is my D50. I don't have Photoshop and I'm about to rip the small amount of hair I have out.
