it is mathematically impossible for either hummingbirds, or helicopters to fly. fortunately, neither are aware of this.
They are all assigned to the 55th Strategic Wing, based out of Offutt AFB, Nebraska. You may see them down at Andrews frequently, as well as a variety of other locations, to support the President or other senior leaders.
Back in the day, I used to see them regularly at Grissom AFB. In the mid-70s through mid-90s, there was always an E-4 on alert near wherever the President was located. Typically that was Andrews when he was in Washington, but KGUS was a regular alert location for NEACP when the President was in in the central or midwest part of the US. Their alert facility was at the opposite end of the runway from the tanker alert facility, they had their own unique klaxon for alert purposes, and their vehicles, and the E-4 had priority over everyone when the horn went off.
I did get a very limited tour of the aircraft once when it was at KGUS, they didn't show us anything special, but I can say that I was on board one!

WTF is wrong with that chicks face?
The 4 E-4s are Offutt-based, but frequently seen around Washington after Rumsfeld decreed that an E-4 be the SECDEF's primary ride when he goes overseas. One usually follows the President overseas as well, staging out a separate airport in the theater. I've seen them a couple of times, but I've never been able to tie one up, despite the fact that the things ACARS and SBS!
The Google Earth photo shows 1 at the southern end of the flightline, although, given their importance, it wouldn't surprise me if there was a policy that said all 4 can't be in the same place at the same time!
