I was watching this live in CNN for a little, and I was very surprised that the police didn't take action much sooner. The guy has already lost a wheel at one point and was cruising at 20-25mph. While all alone on a highway service road with no other cars or property in sight, they could have stepped in and boxed him easily. I'm no pro with police tactics, but was surprised they didn't get him during what my amateur self thought would have been good opportunities.
Glad all are safe though.
