Hmmm...dark, underexposed, off-center, soft, blurry...etc. etc. etc.
Guess this falls into the "creative" category that Anet has.

I'm not sure that every photo has to be technically perfect to be good; I'd be happy with that capture.
But is it technically perfect? No. It is soft and underexposed. I don't mind it being off center. And I am also surprised something like that makes it in while they reject others that are "technically" much better and equally as "creative".
