Something like this is really not a big deal. In fact it is completely legal to dispatch with the weather radar inop so as long as you do not operate into areas where weather requires it's use. Announcing to the pax what he was doing more than likely a bigger deal than anything else.
747's are equipped with dual weather radars systems
