How could a cop car not have any security system on it?

Imagine something HAPPENED close to the car, and someone ran to the cop car pleading for help, only to find a dummy. The person will think he's hallucinating.

Good point. That would not be a good look for that police department. I wonder how many police departments do it. I know that the NYPD does a similar tactic. For a solid 3 weeks everytime I went past a spot on the Van Wyck as you get on the GCP there was a Highway division cruiser there. No cop in the car though because I slowed up to check a few times.
