    New LGA Tower

    On my visit to LGA this Sat. I was surprised to see that the new control tower is ensconced in scaffolding from top to bottom. The top has what appears to be black netting. On my Dec. visit, there was no such scaffolding or netting. I was wondering if this is the usual procedure during construction.

    it's wind screening so they can work inside.

    I don't think I've ever seen a tall building being constructed WITHOUT that. It's very normal.
