I have a question about the aircraft bringing heads of state to JFK to attend the UN General Assembly meetings. Are these aircraft charged standard landing and parking fees or do us taxpayers have to foot the bill? While some aircraft only stay a couple of hours and then depart, there are others that park for days at JFK. I think that Ahmadinejads' 747 SP has stayed awhile. I would be surprised if Air Force One has a charge.
I have no idea if they are charged or not Speedbird, or who pays, however those aircraft in nearly all instances are out of JFK in a short period of time - generally to military facilities in the region. I believe the Aerolinas A340 was the lone exception this year.
No matter how you would look it at though, I believe even if some of the fees were lifted, those entourages likely bring in good tax revenue in the city otherwise - not even discounting the slump to local merchants on closed streets during the General Assembly.

Australia's BBJ, 127QS (BBJ) which brought in a UN dignitary, and the Comlux ACJ which also brought in a dignitary, were all parked in the run-up pad @ HPN all week with County police gaurding them 24/7, that sounds like a taxpayer bill

US taxpayers also pay to guard the dignitaries, costs of police overtime for protests, police escorts to and from the UN, etc. It was also pointed-out correctly that these dignitary entourages give local businesses lots of customers (hotels, restaurants, shops, etc.) So I guess it levels-out. I wonder if they are exempt from local sales tax.

Taxpayers pay for it either way.... so it really doesn't matter (much)... Neat flight for a 747 - Andrews to JFK and back. Almost like the old days.

Ok Gents...Here's the facts on the landing and parking fees. Ask me how I know...I'll quote Peter Selles character Inspector Clouseau, "Its my business to know." So leave it at that...
-All aircraft are charged a landing fee and parking fee, in fact Iran Air paid in cash. Most airlines already have an account with the PA, like British, Japan, Argentina etc.
-If the aircraft is a foreign government aircraft 90% of the time the airline of the country paid for the landing and parking fee, example like French, Spain, Italy,Turkey.
-The PA will collect landing and parking fees upon arrival payable in cash or by credit card.
-As far as parking at JFK no one is allowed to stay for more than 3 hours, there have been exceptions like Argentina (They had a crew problem this year) or as British did this year they parked on their cargo ramp and provided their own security, if the airline does not have a cargo ramp or space available at JFK they must go to another airport.
-The PA does not collect or charge any fees to US military flights including Air Force One.
