Spotting from T5 Parking Garage at JFK?

Hi friends,

I’ll be doing a little bit of spotting at JFK this week and I was wondering if it is possible to spot from T5 parking garage (second from top level) safely without a ‘photographers pass’ issued by the Port Authority?

Seems to depend on the day. I did it in the past month but it was only for an hour. Stayed low profile, only shot the ones I wanted, skipped the rest. Sometimes local friends hang out all day no problem, others they're rushed off in minutes. It often seems to be the latter.

On my last visit there, I also got chased off the T5 parking garage roof after a few minutes without explanation. I also have seen groups stay up there for hours with no problems. Do they have a pass from the Port Authority or are they airport workers; they wouldn't say.
