Saw what looked like an Aztec making a couple of circles over downtown Brooklyn this morning (~1100L). He was talking to LGA Tower and calling (I think) FOOTPRINT 1022. Anyone know anything more? He went on to a few more sites afterwards.

Can't say what this flight in peticular was doing but these guys are always doing work in the area. I would say at least 4-5 days a week there is photo and surveying flights going on in the area
