The real key and what Russia fears the most is below..

"Makarov warned that the planned pullout of NATO forces from Afghanistan (http://www.newsday.com/topics/Afghanistan) could trigger conflicts in neighboring ex-Soviet Central Asian nations that could "grow into a large-scale war."

The U.S's involvement in Afghanistan has drawn extremist groups away from Russia proper and has given them a break. Once we pull out they'll move back to Russia's boarder and become a Russian problem once more and Russia knows this.

It'll be more fun this time because there's a lot more Russian investment in the west nowadays, and more western investment in Russia.

In the book, "The Next 100 Years" the author has an entire chapter totally dedicated to this kind of future weapon. By the article it would appear he hit the nail on the head...
