i'm trying to make a wallpaper for my new phone 480x360 from a screen capture of a movie. the program i use creates .jpegs that are only 852x480 but have the annoying black bar top an bottom. anyone here use a program that's capable of making one that at least twice as large, at least 960p tall?

Well, obviously after the fact you can just use Photoshop to re-size to taste... so, do you mean during capture? Try VLC as it has many options for you... however, if you're capturing from DVD source material, you'll be lucky to get anything higher than 720x480 as that is max resolution for DVD and if really DVD, it MUST have the Letter Box bars for any widescreen content, since DVD format must conform to a specific ratio of 1.5:1 as opposed to a more relaxed 1.77:1 of typical HDTV formats...

yes i meant during capture. i tried up-sizing the pic in PS but it looked like crap to be honest so i abandoned that idea. 720x480 would work, the resolution of my phone's screen is 640x480.

Look for the movie on iTunes. If they offer an HD version, which would be 1920x1080, rent it and capture it from there.
