Is there a way to tell (by the wind/weather forcast) when LGA will be doing landings and departures on 4/22L?

Generally, airplanes like to land and take off into the wind. So find a compass and find the current wind direction [at the airport] and you can generally get an idea of the pattern being used.
Predicting this is like hitting the lotto. But, you can get close. You certainly can;t predict it way in advance but at least you can figure it out just prior to going out to the field. That being said, you will find often you take up position on a particlar spot only to have them change the pattern on you as soon as you get there ;-)
Weatherbug has a nice display of wind direction and it is pretty real time. You can try that for prediction just before going out. BUT ALWAYS listen to the tower before you go out... that way you'll KNOW what they are using at the moment.

actually I found something that might be particularly useful to us all, this is a flight sim group that works as "controllers" in the online version of the game. they update this site in real time along with whats going on at JFK/LGA/EWR/PHL

It is the LGA ATIS - you will hear the same recording that is broadcast over the radio, giving weather, active runway and other airport information.
For JFK, use 718-995-8188

With the LGA tower change, the ATIS number has changed as well. The new number is 718-898-0272.

Im just praying that there will be some action on 4 and 22 tommorow AM for me to get some killer shots with my new lens
