It's a Standard operating procedure or SOP. Before a runway can be used for take offs or landings, it needs to be "sweeped" by a vehicle, in this case, the Port Authority. They perform a visual inspection of the runway to look for any debris (aircraft, animal, branches, etc) or possible damage to the runway.

I was actually half-joking about the turtles.

It just seemed a bit strange to be looking for FOD using only a SINGLE vehicle which zooms along (at what 50mph?) down the center of a very wide runway. How are they going to spot anything small that might be at the perimeter of the runway while going that fast? Why not send two or three vehicles simultaneously to do the sweep so they cover more ground with more eyeballs - like on a carrier deck?
