Was Rwy 31R Closed Yesterday all-day on Tues. June 16 ?

I visited JFK yesterday and it seemed that the usual 1400 runway change did not occur. Aircraft were departing from Rwy 4L and arriving on Rwy 4R all day, it appeared. Even Rwy 31L, except for a few Jet Blue departures, was not active. Was something going on with the 31's yesterday? Rarely does JFK stay on the same runway configuration all day unless there is severe wind gusts and/or turbulence.

I know 13L/31R and 13R/31L were both closed from 0300z to 1100z yesterday and 13L/31R was scheduled to close again from I believe 1400z to 2000z. When I go back to work on Friday I will check my flight plan to confirm those times.

I wonder why they were closed most of the day and if 31L was closed, why were Jet Blues allowed to use it to depart. Maybe because Jet Blue uses a shorter portion of the runway to get airborn? This was my first visit where there was no runway change so I am curious. Was there construction? It seems that Rwy 31L opened-up finally in the evening for the "rush".

RWY 13R/31L and 13L/31R were closed from 0300 to 1100Z. They were back in service at 1100Z. In addition they were reclosed, as planned, from 1400 to 1700Z. As per TRACON request they were returned back at 1600Z, one hour earlier. As of 1600Z all RWYs were opened and operational.

RWY 13L/31R was closed on Tue from 1400 to 1700Z for FAA Maint. They were working on the VASI boxes.
RWY 13R/31L was closed on Tue from 1400 to 1700Z for Fuel remediation work neat Outfall 12 and survey for the upcoming major project. Both RWYs were reopened at @ 1600Z.
