in my opinion...

best:
KFRG, KHTO, KSNS, KMRY, etc... (basically those that survive off of GA traffic)

worst:
any airport with commercial service (landing fees are higher, fuel costs more, you get stuck in takeoff lines, FBOs aren't worth the time, etc...)
