Question about LGA VOR

I am confused about the location of the LGA VOR. On my recent visit, a structure ressembling the VOR was just east of the beginning of Rwy 22, located on a pier. I read somewhere that the VOR was being re-located. My question is if that VOR that I saw is out-of-service, if not, where is the new VOR located?

You probably saw the temporarily relocated VOR. It is not out-of-service.
