Has anyone heard of this before?

It's a baby bonus. They've been raising it every year it seems and it's about to be $5000 paid PER child, including multiple births.
I don't get it.

They need the population increase. More babies means the economy goes around. You are gonna spend more than $5000 on baby stuff and raising the bugger.

Populations in parts of the world like Europe and Australia are not experiencing organic growth and risk their blood lines being wiped out within 100 years. Its a very serious problem in Europe right now. This program in Australia is an incentive program.

With respect to Australia, it's a large country with a relatively small population and a pretty strong economy so they want to make sure their future isn't dependent on immigration. In Italy and some other places, the issue is not so much a lack of people, but an aging population thanks to a low birthrate resulting in a lack of young people specifically. Also Italy (unlike Australia and the US) is home to a distinct ethnic heritage the government would like to preserve.

Actually, some think of the Medicaid program as being very similar.
