No parking except for commercial vehicles and they need to pay but only can park for three hours. They can pay at the muni-meter and put the slip in the window or get a parking card (sort of like a metrocard).

So whats so hard about that?

That's why I hate driving in the city, I avoid it as much as possible. Its so much easier just to take the train and walk it, taxi, or subway.

It must be one of those skills you pick up serving in government, how to make sense of nonsense.

I deciphered it as well, but seriously....what normal, average person should be required to be able to do that?

And now you have to pay $8 to drive in the city? F**king absurd!

New York isn't for "normal, average" people. Signs like that (as well as the subway system) are puzzles that help weed out the people who should move to Dallas or Miami or Philadelphia...cities where being "normal, average" is good enough. :)

GREAT point! Bravo!!! It also weeds out more cars and proves that it's STUPID to have one in Manhattan. YAY!

Haha those signs are all over my neighborhood... I will admit, for an unseasoned driver in NYC, parking can be very confusing. When my friends drive in they get confused a lot by them...

These sorts of signs are what inspired this scene from Futurama:

[A tour guide is showing off a sign much like the one under discussion.]
Tour Guide: I direct your attention to this ancient and mysterious tablet which has yet to be deciphered.
Leela: Do you know what it means?
Fry: Yeah, I asked a cop once. It means "Up yours, kid".

Spoken like someone who has never driven through downtown Miami or Philadelphia.

(I've never been outside the airport in Dallas so I'm only prepared to comment on two out of three :) )

P.S. I was once towed in Center City Philadephia because of a simliar sign. I paid $200 to get my damn car out of the lot. :(
