Great shot! I was trying to figure out the connection, then I saw the little logos on the winglets, and then it came to me...I did confirm my suspicions, though.

I think those are the nuke plants in the back ground....I'd say it was taken somewhere over the Paxutent area.

It's the little man from this:

All three of those aircraft are operated by the DC Air National Guard.
