It says the hotel will feature an observation deck. Will this be open to the public or only to registered guests ?

They have been pretty consistent in saying that it will be open to the public throughout the design and construction process.

Sadly, I heard the observation deck has rules such as you can only stay for 2 hours, you must make reservations to visit the deck, unclear if you must pass security and there will be charges eventually for non-hotel guests. Food & beverages probably will be banned & the deck is enclosed in glass so photos will show reflections and glare.
