Question Local/Global Positioning 13L Arrivals at JFK ?

Listening to the JFK ATIS on Fri. afternoon, Aug. 30. I heard an expression I haven't heard before. Some aircraft could expect "Local (Global) Positioning to Rwy 13L". The voice said either local or global, very hard to understand. In any case, I was surprised that any aircraft would be vectored for VOR 13L at JFK with a low ceiling partially blocking the lead-in lights. Why were 13L approaches in use and what is local or global positioning? It must involve GPS. Thanks for any explanation.

Yes, it is a GPS approach. Scroll down on this page for a link to the approach plate: http://www.airnav.com/airport/JFK

Thanks. So many approaches; GPS Rwy 13L Approach so similar to VOR Approach.
