Tower: Air Force One, you can do whatever you want!
AF-1: Thank you, We'd prefer 13L departure.
Tower: Air Force One, you're clear for takeoff RWY 13L at your discretion, call the tower when rolling.
AF-1: Air Force One is rolling.
Tower: Air Force One RWY Heading to 5 DME then heading 150 and contact McGuire Approach on 124.15
That was the conversation about two years ago when they were parking by the triple hangars. Mind you JFK was on the 31s at the time
Once they did use RWY 22R instead of 13L for departure when they came in on 31R... but that was only once that I can recall...

BRING BACK THE KJFK/KLGA OBSERVATION DECKS
Each and every time Air Force One and Air Force Two have landed at AVP over the past eight years, they've used 22 both to land and depart (arriving from the north and departing to the south).
I assume they must pick a favorite runway at most airports and use that same one each time.
All the other airlines waiting for the VIP to leave must have heard that runway changing decision and thought "Efffffffffffffffffffffffff".
