    i dont think they should charge him any money. Instead, I offer the following solution.

    1- Tie fugitive to wall
    2- Shine laser in his eyes
    3- Allow hockey players to crack shots at him
    4- Repeat steps two and three

    the bills he'll pay for physical damages will amount to more than the charges, AND he'll learn a lesson. Affirmative action FTW. That's just pathetic.
