Photography on airport ground in NYC is something we do not encourage, as Port Authority has unwritten rules preventing photography on the grounds. If you'd like to do some watching, however, there are a couple spots that maybe other can help with.

This would be strictly non-photo watching. Which brings up another point. I'm assuming that there would be almost no hasstle-factor at an off-airport site like Bayswater if I'm not photographing. A lot of my "spotting" is watching while tuned to my ATC radio.
Correct, it's very unlikely you'll be hassled if you don't have a camera.
