It looks like a a cam or IR sensor gimbal to me.
Found that it is registered to Dynamic Aviation which sells and outfits a/c for "Intelligence, Surveillance and Reconnaissance, Airborne Data Acquisition"

There is a public park on the south side of the airport just off the perimeter road - right next to Grumman - easy to shoot over the fence. If you need a better explanation - let me know and I'll get directions or a map together.
