I'm assuming by low you mean close to the altitude that the LGA traffic usually flies over the city?
Yes, but actually *lower* than the LGA traffic over the city. Generally the LGA traffic over Manhattan is going (roughly) North or South (sometimes turning), but the JFK traffic I am referring to would be going roughly West to East and flying BENEATH the same LGA traffic. Thats what made it so special. Now, this was a lot of years ago, and quite rare (except in very lousy weather) but it was generally just south of Houston Street (so therefor Lower Manhattan) but there were even rarer occasions it was mid town.
