I am not sure "the Government" has a particular position on homosexuality.

Hollywood and Television has a fairly obvious pro gay stance...and its nominally regulated by Govt standards...

The Military has taken a nuetral stance...

Many discrimination policies/rules/laws in or applying to private industry seem to protect disccrimination based on sexual orientation.

Many publically funded school systems take a pro gay activist stance on homosexuality.

AIDS is (I think) a well funded health issue... relative to other diseases probably.

All kinds of well meaning (but probably dopey and dangerous) "hate crimes" legislation has been pased.

There remains antipathy towards homosexuality in some established religions, opposition to "gay marriage" on a grass roots level often, real homo phobia is professional sports, still considered a liability in intelligence ("spy") organizations I believe and so on..based on historical cultural norms the world over, but I don't believe the US Govt has distinguished itself as a premier "homophobic" entity in comparison to most others.

WHo is the Govt?
