perimeter rule only applies to part 135 or 121 operations, not part 91.
it is mathematically impossible for either hummingbirds, or helicopters to fly. fortunately, neither are aware of this.

as I understand it, the perimeter rule only applies to scheduled airline flights, not privately registered flight plans.

part 135 is commuter and on demand operations. part 121 is air carriers and commercialrations. part 91 is general operating and flight rules.
