I wish those needle exchange and similar programs could be located in the heart of the most prominent liberal precincts of the city. That way, their sociological ideals and beliefs could be tested upon themselves and their own families.... Surely the "clients" will find their way to these neighborhoods if the "services" were provided there.. build and they will come....
