Manipulated photo

Yesterday I had a photo rejected for being Digital manipulation. I appealed the photo to find out the appeal was rejected and it said I manipulated the sky. I really have no idea of how to manipulate the sky since I just started edititng a few months ago. Can any offer some help?

That photo looks fine to me, maybe a little white but manipulated? No.

Apart from the reject of manipulation, it is also very blurry, and there is some CA.
