Sounds like Virgin America ferry run. the 9000 block of numbers is normally a ferry flight number at most airlines.

I was listening to the LiveATC stream yesterday and I heard this one; it was definitely Redwood. It was one I'd never heard before, and when I finally found him on Flightaware the "VRD" was no help.
