Is anyone able to translate and figure out whether there were survivors? Also, why was it being filmed in the first place...and why someone was crying before take-off? Medi-flight perhaps?

The registration looks like HK-2067-P, which would make this Colombia. I can't however, find an NTSB report on it - when an American-built plane crashes overseas (and this is a Cessna 182), there's usually a stub report saying 'this plane crashed in country X, Country X's civil aviation office is investigating.
