From his EXIF info
He used a ISO 400 with a one second exposure at F 4.5. It appears (I may be wrong) but it looks like he was at 38MM??

I used much longer shutter times, but I was not at work! Hope this helps

Last night I went into NYC with a friend to take shots of the Towers of
light. We took some shots from the Brooklyn side and then followed up
by heading over to Trinity Church for some nice shots with the lights in
the background. We wound up parking (BY ACCIDENT) within one block
of ground zero and found that we walked right into the heart of the
overlooks. I could not put the camera down!

Fred as always simply amazing. You really need to start taking some of your photos to an Art Gallery for show.
